Was the Colombian EPL infiltrated by the CIA as early as 1965? 
Or did the CIA just get this apparently very accurate info through torture?   This doesn't look like telephone intercepts.
Note: The Ejército Popular de Liberación -EPL- was the guerrilla arm of the "pro-Chinese" PCC-ML.

In response to an inquiry by Anthony Lappe of GNN, I responded:  
The documents are significant - not only for the Colombian situation, but the Venezuelan one as well.  The kind of intelligence that is shown in those documents can only come from two sources.  Either the CIA had just gotten someone who had come over voluntarily or the had tortured information out of someone -- or they had a mole inside the organization.  The tone and breadth of the information suggests to me the latter.

Lets hypothesize (and this is only a working hypothesis) that it was the latter and the CIA had a mole inside the PCC-ML (EPL) organization.  Under such circumstance the CIA would have "grown" the mole by eliminating competition. This document shows that the EPL was working " IN COORDINATION WITH GUERRILLAS IN THE STATE OF ZULIA, VENEZUELA," a fully credible allegation. What better way to help sink the Venezuelan guerrillas (which happened shortly afterwards) and at the same time provide another "pole" against the nascent FARC (which was then more or less Moscow-line, whereas the EPL was pro-Chinese)?

It is very interesting aside that the EPL laid down its arms quite easily in 1990 without effecting any major structural changes in Colombian society and that many of its "cuadros" incorporated into the Colombian government and even the AUC "paramilitaries".  Was the mole still active in 1990?

1.  PREPARATIONS FOR GUERRILLA WARFARE IN THE ATLANTIC COAST REGION OF COLOMBIA WERE DISCUSSED AT A MEETING ON [REDACTED] OF THE EXECUTIVE COMMITTEE OF THE ATLANTIC COAST REGIONAL COMMITTEE OF THE COMMUNIST PARTY OF COLOMBIA-MARXIST/LENINIST (PCC-ML).  THE MEETING WAS ALSO ATTENDED BY PEDRO LEON ARBOLEDA, A MEMBER OF THE CENTRAL COMMITTEE OF THE PCC-ML, AND BY AN UNIDENTIFIED PERSON FROM CARTAGENA.

2.  AT THE MEETING IT WAS DISCLOSED THAT THE PCC-ML HAS DIVIDED THE COASTAL REGION INTO TWO AREAS, REFERRED TO AS AREAS "A" AND "B".  AREA "A" IS LOCATED IN MAGDALENA AROUND CODAZZI, VILLANUEVA, AND THE SIERRA DE PERIJA.  THIS AREA IS TO RECEIVE 50,000 PESOS WITHIN SIX MONTHS WITH WHICH TO BEGIN OPERATIONS IN COORDINATION WITH GUERRILLAS IN THE STATE OF ZULIA, VENEZUELA.  [REDACTED] COMMENT. 3. AREA "B" IS AN EXTENSIVE REGION CONSISTING OF THE NORTHERN PART OF THE DEPARTMENT OF ANTIOQUIA AND THE SOUTHERN PARTS OF BOLIVAR AND CORDOBA DEPARTMENTS.  IT IS CENTERED AROUND ALTO SAN JORGE. [REDACTED] COMMENT. ALTO SAN JORGE IS BELIEVED TO BE LOCATED IN SOUTHERN CORDOBA, NEAR THE BORDER OF ANTIOQUIA ALONG THE SAN JORGE RIVER.)  AREA "B" IS TO RECEIVE 5,000 PESOS BY THE MIDDLE OF MAY.  FIVE PAID PROFESSIONAL PCC-ML WORKERS IN THIS AREA ARE READY TO BEGIN OPERATIONS.

4.  THE PCC-ML HAS DECIDED AGAINST USING THE SIERRA NEVADA DE SANTA MARTA AS A BASE OF OPERATIONS BECAUSE IT IS BELIEVED THAT THE PCC-ML WOULD RECEIVE NO HELP FROM THE LOCAL POPULATION.  THE AREA MAY BE USED, HOWEVER, AS A REFUGE AND A SOURCE OF SUPPLIES. LATER, IT MAY BE POSSIBLE TO USE IT AS A BASE AGAINST URBAN CENTERS SUCH AS SANTA MARTA AND CIENAGA.

5.  THE PCC-ML HAS BEEN USING AS A TRAINING AREA A RANCH LOCATED NEAR THE MAIN ROAD BETWEEN BARRANQUILLA AND CARTAGENA BELONGING TO DR. GOMEZ RESTREPO (?NU), AN ACTIVE SUPPORTER OF THE PCC-ML.   ROBERTO PUA FERNANDEZ, AND BERNARDO FERREIRA GRANDETT, PCC-ML LEADERS, PLAN TO GO TO A PROPOSED GUERRILLA SITE TO TAKE PART IN GUERRILLA ACTIVITIES.  ROBERTO BONNETT, A LEADER OF THE PCC-ML, PLANS TO GO TO MAGANQUE, DEPARTMENT OF BOLIVAR, TO ORGANIZE THE PCC-ML IN THAT AREA.
