Will Plan Colombia work? If not, will the United States be automatically drawn in further?
The Short Answer: We expect it to work but cannot guarantee this, and have
no intention of this becoming the next Vietnam. There can be no guarantees
that Plan Colombia will be successful. We think, however, that the effort
